Rear Sitting Low
The rear of my 2003 ford crown Victoria is sitting low in the rear

Springs support the vehicle, shocks control the amount of vertical movement. If it sags, the springs are worn or there's too much weight in the trunk. If it bounces or floats excessively, the shocks are likely worn. So if the car sags but rides ok, you could probably get by with just the springs for now.
