Fuel Problem?

My escort sat for about 2 years. I had a neighbor get it running and it was fine for a while. Twice, after driving 20+ miles on the interstate, I lost all engine power. With the gas pedal to the floor, I was still losing speed. All electrical was working. If I drive it for a while, it will start to do the same again. Now, driving a shorter distance to work, when I get to around 40-50 mph, it will start to jump like it's having trouble getting up to speed. If I put a little more gas to it, it will gain speed and once I'm at 50+ and maintaining speed it's fine. Now my dad said check the fuel filter. My neighbor was suppose to have changed it. Will this be my first step? and if this doesn't solve it, do I move on to fuel pump?
