01 Ford Explorer Sport Heating Up

hi, i have an 01 ford explorer sport and today it started heating up, smoking and the steering wheel got really hard, to the point where its almost impossible to make a turn, so the radiator has water in it ,all the way to the top but still keeps on getting hot and it says check gauge. help please!!!
