Rpm Problem

with the air bypass disconnected my 2001 ford escape idle perfect but when i attemp to connected the rpm goes extremely high... i replaced the air bypass andcarefully clean thrittle body.. what is hapenning here ? the pcm is seen wide open throttle and open the airbypass or what ?
