Instrument P R N D 123

i have a2001 ford escape on instrument panel the power stays on when the key is off and out of the ing. is there a relay for the panel.

I have the same issue and just took it to a ford dealer and they are telling me i need a brake shift interlock.  He said they now call the part a selctor shaft assembly.
