How To Release Locked Steering Wheel And Locked Ignition Switch

Steering wheel locked when trying to get automatic out of park, Ignition locked as well wheel locked up after turn to left and click, car woud not start prior to this when ignition turned, Could not be jumped. Battery seems ok. Theft light flashing on instrument panel
