Holy Jumping Speedometer Needle Batman!

Hello, I recently purchased a 2000 Ford Crown Vic Police Interceptor 4.6L V8 and it came with a jumpy speedometer needle!  Sometimes it works fine and stays at speed and other times it fails and goes back down to 0.  I'm a first time crown vic buyer and after all the research I've done I can't seem to get a straight answer.    Can anybody tell me whats wrong and how to fix it?

I had the same issue. I changed the vehicle speed sensor (vss) and it stopped sticking, but I don't think it's calibrated properly, because I have been stopped several times for speeding and the speedometer was only a few dashes over posted speed limit.
