Please Help!!!!

My fan ac/ heater stopped working. Checked the fuse an irs fine. Nothing is getting power for the control unit on dash..it is completely blank...also at same time. The fuse for the backup lites..directionals blew. Every time I replace the fuse it blows once u use the directional...i have a 99 crown vic...please help
