Window Motor Not Working

1995 Ford T-Bird Pass. window motor does not work. Hear noise, not functioning. Replaced with used motor, still doing same thing. Lubed pivots on regulator. Almost seems like its not engaging teeth on regulator, teeth seem to feel fine... Hmmm??
