How To Returns An Items.

Fedex didn't tell me if i ship more than 2 mobile phones from USA to Indonesia, it will be hold on custom.and when i try to contact fedex, it says they can't returns the item or doing anything about the items. and will lost the item. what should i do? to get my items back?
