Greetings. You can do so by simply going to www.facebook.com and enter your login credentials. If the deleted app was from your mobile device, then you can redownload the app from your phone's Application store (eg. Play Store for Android, Ovi Store for Nokia, Blackberry World for Blackberry) and enter in your login credential likewise and either way should be able reactivate your account.
