Your account's chat ability might have been disabled because of some malicious activities you were doing before. This is to prevent spamming messages using the chat feature of your facebook account. The best thing you can do is to check your email account that you used your Facebook then search for a facebook message that could guide you and give you certain period to reactivate your chat again.
