Link Openings On Facebook Fan Pages
Is it possible to have a link open a separate window while staying on the Facebook Fan Page?

That requires back-end HTML code. If it's not available as an option when you add the link then no.
If YOU want to open in a new window or tab then yes, most modern browsers support this. Right click the link instead of a normal left click. A menu will pop up. Select "Open in new (tab or window)"
