Your question is not completely clear, but I hope the following will be of help.

If Facebook has blocked you from sending friend requests, Facebook has determined that you were performing those actions in a manner that it considers likely to be abusive. There is unfortunately nothing you can do to remove this temporary block; sorry. More here.
