is it possible for anyone to block you from accessing facebook by your ip address? If so how do I contact facebook to see how to undo this or undo this my self

You'r talking about your account's being hacked. If your account has been hacked, you may send Facebook information about the account so Facebook can look into the issue. Click here to submit your report.

The answer is No. Facebook will not block by IP address, only by user name.

You can't contact Facebook support directly, rather you need to use the online help forms to submit a case. https://www.facebook.com/help/?tab=browse.

Try turning off the Windows firewall. Try a different browser. Try your PC from a different location, and finally try someone else's PC. That will narrow the search.
