Is It Possible For Someone To Access Previously Deleted Chat Conversations

someone told me that even though you clear the history on chat conversations, along with deleting all message notifications (conversations) those could still be retrieved. Is this possible?

Federal law requires all electronic communication to be "archived" and released to "Uncle Sam" for whatever they want. ALL social networking sites are monitored and "archived" for possible use AGAINST us.
