If you are referring to the IP address of a computer unit located to some part of the world, you cannot actually do it without your website. You can only track someone's IP address if you have a website or analytics to the website. Basically, the procedure is let them visit to your site so that you can be able to determine their location and address at the backend. If you don't have a website or website platform its not possible to track their IP address.
