Here's what facebook states;

"Fake profiles and Pages created to imitate real people (impostor accounts) are not allowed on Facebook.

If someone created an account pretending to be one of your friends, please ask them to report it to us. You can also send your friend a message that will let them know about the impostor profile. To send a message:

Go to the impostor profile
Click ... and select the option to report
Follow the instructions for an account that's pretending to be someone you know

If you don't have a Facebook account, you can report an impostor account by filling out this form.

If you've lost access to an account you created, learn how to recover or secure your account."
