Confirming My Account By Phone With No Testing

I was notified to confirm my account by phone, but every time I try it, I get a "we can not process your request at this time-please try later". I wait 5-10 minutes, try again and it says- you have tried to many times in a short time span. No matter what I cant confirm my account on my home phone (with no texting). Help? I cant get to my account
