No 'add New Email' Option Appears In Account Settings/email/edit?

I want to switch primary email to different account and have seen various instructions to add new email to this tab and then choose the new one as primary but when I go to account settings, there are no visible fields or options to edit or add under the email tab. Please can you tell me how to enable that?
