Follow these steps:

1) Login your FB account. Visit your fan page and click “See All” option next to the list of all fans.

2. Check the box of the person you need to block.

3. Click “Next”.

4. Click “X” option next to the name of the person.

5. Click Ban Permanently option in the pop up.
