Installing A Cooktop Over A Wall Oven...

Can you install the gas cooktop EW30GC60IS over the Electric wall oven EW30EW55GS

Not generally. I'm not sure why you would want to as the point of the wall oven is so that you do not have a cooktop on top and you can have a cooktop somewhere else in your kitchen. You have to have a certain amount of space in between the cooktop and anything else below it and I'm not sure if your wall oven is already built in or if you are planning a remodel, but the cooktop should ideally go somewhere else.
