According to forum.appliancepartspros.com, Electrolux E30EW75ESS F23 Error Means. This is the exact statement provided by a poster.

According to the Tech sheet, "F23" error code means "Communication problem with the TST board". Suggested correction is to replace the glass (control) panel. If it would not help, then the controller has to be replaced as well. Not very good advice but it came from the manufacturer and there is no way to test those parts instrumentally in a home environment.

- The control panel Part number: AP3867499

Hello rojaser - Typically error code F23 indicates that the unit is experiencing a communication failure between the EOC and ESEC. Try resetting the unit by unplugging it or flipping the household breaker off. Wait approximately ten minutes and this will usually clear most false error codes. If it proves to be ineffective, contact a professional to move forward accurately. The certified technician will need to check the harness between parts. Depending on the actual diagnose, EOC may need replacing.
