What Could Cause The Starter To Stay Engaged And Not Start In An 08 Avenger?

we have an 08 avenger and we have been having some problems with starting it here lately. at first we go to start the car everything turns on but wont start we have to  take key out and repeat like 2-5 times then car starts. well the other nite we went to start it and when i turned the key over the starter stays engaged and car dosent start. we have to turn key off n take out to make it stop. need help. could the fuel pump cause the starter to do this?
