Throttle Body Butterfly Valve And Fuel Pump Relay Clicking After Engine Shut Dow

after engine shut down, the fuel pump relay circuit stays active. I pulled the fuel pump fuse... nothing.  I pull the NGC Bat fuse and it stops.  what is "NGC BAT"?   sometimes the engine light on the dash stays on when running; wife said it started blinking on her the first time this happened. all fuel injectors working.  drives fine when engine light is not on.  cleaned inside of the throttle body. any ideas what I should check?
