Cancellation Of Return Trip

I purchased return ticket India-us-india from travel agent. I had to cancel return trip. My agent cancelled the same, but not refunding the applicable amount. Before cancelling agent kept saying refund will be given in 7 days.But after cancellation, now agent says airline not allowing the refund. What should I do?
