Where To Locate To Reset Bios

THINKING RESETTING THE BIOS WILL FIX THE PROBLEM OF NOT BOOTING UP. TRIED CHKDSK WITH NO RESPONSE AND TRIED REPAIR FROM WINDOWS CD WITH NO RESPONSE.

The BIOS has to be reset when the computer boots up.  Generally, you will see a Dell logo with some verbiage that says "Press F2, ESC, or Del" to enter the BIOS.  Inside the BIOS there is typically an option to reset to factory defaults.
