8-12 Fast Beeps

On my Inspiron 1545 I get 8-12 fast beeps at start up. I also have an option for selecting Tools/Memory test along with the Windows 7 O/S from the Windows Boot Manager. How do I get rid of the and boot directly into Windows? Also when clicking on shortcuts or programs, I'm asked if I want to move this to the Recycle Bin.
