There are two possible causes of noise in your Dell620MT, one would Fan Noise, there are two fans, one on the Motherboard and one on the rear casing.
The second and more probable cause is noise from your hard drive.
All Hard Drive make some noise as but in the case of the 620MT because the Hard Drive is Mounted into the hard drive bay on metal drive rails that sit into a metal drive cage where Dell have failed to include any antivibration rubber mountings or any soundproffing between the Drive Bay and the metal Casing the whole unit acts like an amplifier.
I found this on my Dell Inspirion 620MT, Dell do have a minoe mod available which does not work consisting of a piece os stick on rubber for the case at the rear of the Hard Drive and two smoll rubbers that fit on the Drive Mounting Screws.
Dell have admitted both by the mod and verbally to me that it is a design fault with the 620MT??, they offered to swap mine out for a different model.
Currently I am considering thier offer and in the meantime I have started adding my own mods to see if I can seperate the hard drive completly from the drive bay, if my attemps fail I will probably take up thier swap out offer.
Not a solution but hopefully it means you are not alone with this problem.
Its easy to find out if yoiu do have a genuine noisy drive, just remove it from the unit and lay it onto a rubber mat outside the box, if its quiet then its not your hard drive. put it back into the unit and the noise will come back, ie a faulty drive bay and case design.
