First step would be to plug it in, in case it's an issue with the battery.
If you are getting post beeps, it's hardware failure. If you are getting no post beeps and the light indicating power still comes on normally there is an issue with the display.
If it is under warranty you would need to take it to Best Buy, CompUSA, somewhere that is authorized to do warranty work, or call Dell. If it is not under warranty you would need to seek out the help of a PC tech.
