I Can't Get The Gps To Turn On?

I can't get the GPS to turn on, the blue lights come on and then go off, is this a battery issue and is the battery replacable?

This device contains a non-replaceable lithium-ion internal battery that can burst or explode, releasing hazardous chemicals. To avoid risk of fire or explosion, do not attempt to replace the Delphi NAV200 battery. The battery is not user-replaceable. Please click HERE for troubleshooting tips.
