Mower Deck And Snow Plow Wont Raise/lower

The snow plow is still currently attached to the mower. The plow will not raise or lower. It may raise about 1/8 of an inch if at all. It sounds like something internal may be stripped. Towards the end of last mowing season, the mowing deck had trouble lifting and lowering. I plan to remove the snow plow attachment soon and re-install the mowing deck. But if I'm going to be doing this project, I'd like to take care of the issue while the plow/deck are not attached.
