Cub Cadet 528swe Snowblower Seized

My Cub Cadet TimeSaver 528SWE won't start? The starter rope/cord is stuck or seized. What is wrong with my snowblower? Could my engine be seized ? How do I fix this without breaking the bank? And I'm mechanically challenged, so I need it explained in the easiest way possible please. Thank you.
