Why Won't It Run? Many Check Undergone But Not Running

I have a Craftsman 536.270320 riding mower. It has been some time since it has been run. I will fire a few times but RPM fluctuates a few seconds then engine quits regardless of what is done with the throttle. Removed carb and cleaned twice. Changed spark plug. Pulled flywheel and checked rotor for rust, dust, Air and gas filters clean. Clean all electrical contacts as much as possible. Full charge on battery. Engine still refuses to start or runs only a few seconds.
