Craftsman Garden Tractor 28928 Hard To Start

Since the tractor was new, it has always been hard to start. It would crank until the battery dies. Using starting fluid, it starts 1st time every time. I've  changed air filter and spark plugs, but still no improvement. It almost seems it's out of gas. I'm guessing with the gas tank lower than the motor, all the gas in the fuel line drains back down to the tank. Is there anything that can done to prime the fuel, something like a marine primer bulb? Fuel pump modification?

if this has been happening since it was new the valves may have to be adjust or carb may have to be adjusted
