The "Busy" display on the Cobra 19 DX IV CB radio indicates that there is an incoming signal. This can happen for a few reasons:

The radio is receiving a transmission from another station.

The radio is transmitting a transmission, and another station is trying to transmit at the same time.

The radio is receiving a very strong signal from another station.

If the "Busy" display is on, but you can't hear any other stations, it's likely that the other station is transmitting on a different channel. You can try changing channels to see if you can hear them.

If you can hear other stations, but the "Busy" display is still on, it's likely that another station is trying to transmit on the same channel as you. In this case, you can try reducing your transmit power or changing channels to avoid interference.

If the "Busy" display is on and you can't hear any other stations, even after changing channels, it's possible that there is a problem with your radio. In this case, you should contact Cobra customer support for assistance.

Here are some additional things to keep in mind about the "Busy" display on the Cobra 19 DX IV:

The "Busy" display will only appear when the radio is in receive mode.

The "Busy" display will not appear if the radio is transmitting a private call.

The "Busy" display will flash if the radio is receiving a very strong signal.

I hope this helps! Let me know if you have any other questions.
