Hesitation When Trying To Start.

What would cause the car to hesitate when trying to start. After turning key. I can hear relays under the hood click. But, there is nothing else going on. I have checked all battery connections. i have also tried jumping off the car. When this is done. The car will start and run fine. But, after you turn the car off. it may start 1-2 times. Then it will go back to the hesitation.
