Why Does Engine Cut Off During De-acceleration 0-40mph

176k miles, Fuel pump is 1.2yrs old.  All engine is still complete, New spark plugs, new air filter, new spark plug wires, new rotor cap on the distributor. New catalictic converter due to original was making a rattling noise (I thought this was the problem).  Original engine still sounds and runs great and I maintain all fluids.  While driving, specially on off ramps I notice the iddling goes half ways than normal as if it's low on air/fuel then cuts off.
