My Radiator Fan Would Not Stop When My Van Is Not Running.

Your radiator fan staying on is not unusual, often the fan stays on to cool the radiator even after the car is off.
This is to avoid percolation, as when the engine is shut off the water pump stops pumping and the coolant trapped in the block and heads can become superheated since they are no longer being cooled by the fan.
