What are the s-1-2 buttons for that are located on the driver side front door of the 1996 chrysler town and country?

Those buttons allow you to program seat, mirror, pedal (if equipped) positions and radio presets. This allows you to have these items set to the position(s) you prefer and another driver to set their preference; then it is simply a matter of pressing your pre-programmed number and all prefered settings will go in to effect.
To program your button, turn the key to the ON pisition, adjust seat, mirrors, pedals (if equipped) and radio presets if desired. Once all setting are where you like them, press the S button and then, within 5 seconds, press either the 1 or 2 button (depending which one you want to have programmed to your settings). Then, whenever you are driving, if someone has moved your seat, mirrors, etc. all you need to do is press your number, and all settings will revert to how you have programmed them.
