Heater & Service Stability System

I have a 2008 Uplander I purchased in 2010.  We bought the van in the summer, and in the winter noticed that the heater doesn't get hot until we are going on the freeway at 70 miles an hour.  It doesn't work at all around town until you get to high speeds.  When it finally does get hot, it won't stay hot unless you are accelerating.  Any ideas?  Also last week the "Service Stability System" message keeps coming on.  We have had below zero temperatures for about a week and a half.  Is this something serious?
