Turn Sig Blinks Fast

Front r-turn signal works only if head lights are off,,, then they blink fast then goes back to normal, then back to fast, and not bright, or not work at all. I replaced the bulbs and ran a new ground wire, still no change. I thought it might be the flasher, but where in heck is it located? If this is what it is. Help me. It needs to be safty inspected ASAP June 2014
