The only way to correctly flush out the cooling system is to remove the thermostat. After you take out the thermostat, place a garden hose in the thermostat opening and keep the radiator petcock open with a drain pan under it. Then flush out the system until it runs out clear water. Run water through the top of the radiator as well. Close the petcock, replace the thermostat and add the correct coolant for your vehicle.
If that doesn't help, then I would replace the fans. If they are making noises, then they are probably not running at 100% capacity and that could be your problem.
The last thing it could be is dragging brakes. Make sure your brakes aren't dragging and that your parking brake is off. Very easy to overheat a car with dragging brakes.
