Keyless Entry Remote Will Not Program

I have a 2002 Tahoe 4x4 that will not go into program mode to program remote for keyless entry. I bought the remote from a Chevy dealership and had one of their techs try to program the remote and it would not go into program mode after holding the unlock button andcycling the ignition switch twice from off to on. The security light flashes in the message board in the dash but starts fine. Not sure if that has anything to do with the problem or not.What could cause the truck not to go into program mode? I just recently bought the truck and did not come with remotes but by the vin number the truck is equipped with keyless entry. Also if the security light flashing has nothing to do with the programming of the remote, how might I fix that issue?
