Steering Wheel

Assume a normal sized person is sitting in the drivers seat with the steering wheel tilted the normal angle. What would the average, say, distance be from that person's chest and the steering wheel? In a head on collision, with the airbag deploying, would the airbag keep a normal sized person from hitting the steering wheel? Any guides or manuals containing such numbers?
