2000 Chevy Prizm Electrical Problem

blinking highbeam indicator then sudden crackling burning wire smell from dash area. I shut off engine immediately. I did not see anything. parking lights stay on with engine off and the key removed. Ignition key chime comes on with key removed while drivers door is open only. all dashlights work and hi/lo beams work fine. I disconnect the battery almost every day to protect it and sometimes parking lights stay off and everything works normal when driving and then it happens again.  Thanks for listening. Charles
