30 Amp Feed Wire That Is Connected To The Instrument Panel Fuse Block

this wire is part of the 8-wire towing harness. it is the red wire and it runs to the instrument panel fuse block from the rear of the truck. it is used for charging the RV battery. where is the instrument panel fuse block? what does it look like, and is it difficult to access?
