How do you check to see if the catiolic converter (spelling) is bad? Would a plugged converter cause vehicle to run "rough" and intense smell of gas?

No, an exhaust with a bad catalytic converter would smell like rotten eggs. You probably have a fuel line leaking somewhere underneath the car. They rust and eventually leak. You should look for the leak right away, since it could become a fire hazard if it gets worse.
