I had the same problem with my 95 monte carlo Ls. It was the Turn signal switch. It's all caused for a short in the the Turn signal switch"  The brake lights run on the same circuit. Some things to try are...try switching the left and right signal a good 4-5 dozen times moderately fast. Sometimes they get "build up" on them and the can clear the problem. Another trick i used for a while was, any time I used the "signal switch" I would pull it towards me like I was turning on my "brights" just before it clicks to turn them on. This should light up the brake lights. The part was about $60 and I had to take it to a mechanic. The whole steering wheel has to come off and steering column has to come apart.  I hope this helps you out. Good luck.
