Ecm 1227747

Need to no if the ECM1227747 was used in a 1991 truck with A 5.7L TBI. was this a non computer shifting unit.could the trany have been a 700r4 non- computer shifting set up. I need proof that CA smog referee  will except if this is true. Am I wrong about this set up?  Could use some help.
